SHS student? Here are 9 things you should know about the Voucher Program

1. What is the K-12 SHS Voucher Program?

The Voucher Program provides financial assistance to Grade 10 completers enrolling for senior high school in a private high school, private college or university, state or local university or college or technical-vocational school. 

2. How can I qualify for the voucher program?

Grade 10 completers from public and ESC grantees from private junior high school institutions are automatically qualified to receive this subsidy. Grade 11 students who are promoted to Grade 12 level are also eligible for this program. 

3. If I’m not automatically qualified, how do I apply for the program? 

The following students are not automatically qualified as voucher recipients: 

• Grade 10 completers from private junior high school who are non-ESC grantees

• Grade 10 completers from the Alternative Learning System 

• Grade 10 completers from school years 2016 through 2020 but only applied for senior high school this 2021

To qualify, they may send in their applications to the Private Education Assistance Committee (PEAC) for financial assistance until September 23, 2021. 

4. How do I apply to PEAC for the voucher program? 

• Create an account using the Online Voucher Application Portal (access the portal here: https://ovap.peac.org.ph/)

• OVAP will send a confirmation e-mail to the applicant’s email address. Click the link provided in the e-mail. 

• Complete the Voucher Application Form. 

• Scan or take a picture and upload the following documents:

a. Recent 2×2 ID photo (colored)

b. Proof of financial means of parents/guardians

c. Signed parent consent form for VAs below 18 years old at the time of application

d. Certificate of financial assistance received from the JHS, if applicable

• Wait for the result of the application through the OVAP

5. How much will I receive under the voucher program?

At Holy Cross College, JHS completers from public schools will receive P17,500.00 per year or P8,750.00 per semester. JHS completers from private schools will receive P14,000.00 per year or P7,000.00 per semester.

6. If I am qualified for the voucher, are there still fees I need to pay? 

Yes. If the voucher value does not cover the cost of the tuition fee, the student should shoulder the exceeding cost. At Holy Cross College, however, the voucher covers the entire tuition. Students should only pay the miscellaneous fee.

7. How do I receive the voucher?

The government does not release a physical voucher or cheque to the students, parents or guardians. Instead, the Department of Education deposits the subsidy directly to the educational institution. 

8. Are there maintaining grades required of voucher recipients?

None. A voucher program beneficiary (VPB) retains the subsidy if they are promoted to Grade 12, and they enroll in a private or non-DepEd public senior high school. 

9. Can a VPB lose the subsidy?

Yes, if they:

• Fail to be promoted to the next grade level 

• Drop out in the middle of the school year 

• Do not re-enroll the following school year

• Transfer to a different VP-participating SHS within the school year

• Transfer to a DepEd SHS
